DGBK developed a Master Plan and Design Guidelines that were intended to provide the framework and scope of future development, transforming this basic airport into a major regional airport involving general and corporate aviation, flight schools, aircraft industry and scheduled airline flights.

The airport terminal is planned as the centre for public use of the airport. The approximate size of the facility is 45,000 sq ft., which is the size of YVR South Terminal. It has been planned to double in area.

Planned as a two-storey building, to conserve site area, and to create facades and massing that are of scale to the airfield, the planned ultimate use is as a full security, commuter airline terminal with full airside to groundside security, baggage handling, rental cars, a restaurant, airport administration, offices, an aviation shop, and customs offices.
